今年，德赛工业30岁了。《论语》有云：三十而立。无论对于一个人，还是对于一家企业来说，30岁都是从青涩走向成熟的标志。
作为工业惠州“孵化器”的德赛，所走过的30年，几乎与我国市场经济发展30年的轨迹同步。在这个30年里，有很多企业悄然消失，成为历史的注脚，只有部分企业破茧成蝶，不断壮大。德赛，幸运地成为后者。
凭借改革开放的东风，德赛在中国市场经济中扬帆起航，经过30年的风浪搏击，已成长为一家年销售收入超百亿元的大型电子信息企业集团。旗下拥有全资、控股、合资企业近30家，其中有1家上市公司；产业涉及汽车电子、新能源电池、移动通讯、数字视听、LED光电、IC设计等多个领域。
30年来，德赛工业累计实现利税137亿多元，可谓为惠州经济社会的可持续发展作出了突出贡献。2013年1～10月，该公司实现利税10.33亿元，同比增长26.82%，其中公司控股企业同比增长39.73%。
另据该公司旗下的上市公司德赛电池(000049)日前发布的第三季度季报，2013年1～9月，该公司实现净利润1.15亿元，同比增加42.03%。
在风云激荡、变幻莫测的市场中，德赛何以屡屡成功避开“暗礁”，稳健前行；30年成长之路，德赛手持彩练当空舞，又经历了怎样的精彩，还有彷徨与阵痛？
让我们尝试打开一个企业标本，打开一座城市电子信息产业发展的时代坐标。
吃螃蟹： 办实业打基础，艰难起步
德赛工业的前身就是惠阳地区工业发展总公司。
30年前，这是一家怎样的公司？在惠州工业发展初期，担负着怎样的使命？堪称惠州电子工业的“母鸡”的惠阳地区工业发展总公司，又有哪些“威水史”？
现在的年轻人，似乎早已习惯有事问“度娘”。但即便通晓百事的“度娘”，也难觅 “惠阳地区工业发展总公司”的踪迹。
这个被誉为惠州工业 “孵化器”的公司，更多时候，只是安安静静地躺在档案卷宗里。
时光回溯至上个世纪80年代初，改革开放的春风唤醒了沉寂的惠州大地，毗邻港澳的惠州第一时间感受到“东江水暖”。
1983年，惠阳地区行政公署提出以“办实业、打基础”为突破口，打开惠州对内改革对外开放的新局面。
周遭尚在迟疑观望，当年10月，惠阳地区迅速成立了惠阳地区工业发展总公司。几个敢于“吃螃蟹”的机关干部，在分管工业的主要领导支持下，走出行署机关的办公室，开始了创业之旅。
当时的惠州，还是一个“以粮为纲”的农业城市，除了计划经济时代的惠阳机械厂、糖厂这两个比较大的工厂外，工业几乎空白。
现年85岁、曾担任惠阳地区工业发展总公司总经理的李欣回忆：“公司成立时，一间10多平方米的办公室，2张办公桌，就是全部家当。”
“刚开始日子过得很艰苦，除了几个人的基本工资有保障外，公司旗下就是政府给的两个亏损的工厂。”李欣感慨地说。李欣所说的两家亏损的工厂，即惠州轧钢厂和博罗利山水泥厂。当时，政府每年要给这两个工厂补贴10多万元。
“当时的利山水泥厂严重亏损，我们发现，它遗留下一批铁矿石，但运不出去，无法套现。后来，我们设法租赁小船，把铁矿石分批卖到广州钢铁厂，总算赚了点钱。1985年后，惠州大搞基建，水泥厂因此迅速运转起来。”李欣介绍说，由于轧钢厂在当时的惠州完全没市场，后来考虑转型办制药厂，请来了几名会制药的干部，大家干劲非常足，不出半年，就研发出了抑制神经系统的药物。不出1年，又出了几种新药，市场打开了，企业很快就活了起来。
两年之后，惠州轧钢厂和博罗利山水泥厂不仅扭亏为盈，还实现了较大的经济增长。
开先河：引进惠州首个招商项目
初战告捷，激励了公司上上下下的斗志。
但由于资金不足、人力不够，加上外部环境尚不够明朗，大家都是摸着石头过河，谁也没有成熟的经验可以借鉴。总公司成立之后的两三年生存很困难，一帮人到处找项目、找资金，收效甚微。
转机出现在1986年。
德赛人充分利用国家的开放政策，借助政府全方位的大力支持，这一年，德赛第一次“嫁接”国际资本香港金山集团，与香港金山集团签署了第一个合作项目。
这也是惠州招商引资的第一项成果。
聊起与香港金山集团的合作，李欣介绍说，之前香港金山集团应邀到惠州开董事会，那时惠州只有一家酒店——— 惠盈大酒店，酒店里大部分是多人房，只有一个单间，金山集团的老总住进了这个单间，算是享受了惠州最高待遇。他们发现惠州南临南海大亚湾，与深圳、香港毗邻，地理位置优越，感到非常兴奋，并决定来惠州办工业。
这一次，德赛人又踩在了点子上。
就在1986年，公司先后引进4家企业，并展开全面合作。其中，包括中欧、信华、柏惠、百汇。
办合资：30多家合资厂先后投产
时间进入1988年，随着撤地设市，惠阳地区工业发展总公司更名为“惠州市工业发展总公司”。
据1988年9月16日 《东江报》（《惠州日报》前身）报道，当年9月8日，惠州市工业发展总公司与美商“唐德雷意石有限公司”合资兴办唐德电子（中国）有限公司的合同签字仪式在惠州举行。
记者从市档案馆找到了一份文件，是1988年9月7日惠州市计划委员会和惠州市对外经济贸易委员会对惠州市工业发展总公司关于“中外合资兴办唐德电子（中国）有限公司项目可行性研究报告”的批复。批复中说，为了利用外资，引进先进技术设备，发展我市电子工业，同意兴办“唐德电子（中国）有限公司”，生产、经营电子仪表、电脑及其他电子产品项目。该项目总投资197万美元。
批复的第二天，该项目就签约，足见惠州发展电子工业之急迫，也凸显惠州人雷厉风行的办事效率。
统计数据显示，1988年，市工业发展总公司销售收入达到3亿元。当年，全市GDP仅32亿元，其中三次产业结构为40.3：26.2：33.5。
从1983年成立到1993年，在公司的第一个10年，德赛先后引进了香港金山、荷兰飞利浦、美国唐德、日本东芝等众多国际著名跨国公司。
业界不由得惊叹：“穷小子”傍上了“阔亲戚”，合资，让德赛“借船出海”。随着30多家合资厂先后投产，公司的年销售收入比当时惠州几个县区的生产总值总和还多。
当时，不少党和国家领导人视察惠州时，德赛是重要视察的企业。1990年2月10日，时任国务院总理李鹏视察德赛后，欣然挥毫题词“兴办惠州电子工业，为发展外向型经济做出贡献”。
短短10年时间，德赛先后拥有了飞利浦、唐德、东芝等众多的国际化、重量级的合作伙伴。
对于德赛来说，与实力雄厚的跨国公司合作，不仅仅是资金、技术上的合作，尤其对自身以往“摸着石头过河”的管理模式，更是一种修正和提升。
